When installing PHP on Windows, I used the manual install method. After installing, there are two sample php.ini files in the install directory. If you want a global PHP configuration baseline, remember to copy / rename the relevant file for the environment you are setting up.

After you have done that, set any defaults that you want to use as the baseline for all sites.
